Gutierrez discusses the acceptance of refugees in different countries, with African countries being generally accepting and the Middle East and Asian countries also having accepting tendencies. He mentions that the developing world is more accepting compared to the developed world. Gutierrez emphasizes the importance of bilateral and multilateral cooperation and everyone offering support to refugees. Jayasani brings up a statement from Donald Trump about a shutdown of Muslims entering the US, to which Gutierrez responds that such actions can contribute to terrorist propaganda and recruitment of Muslims already in the country. Progressing in the conversation, Jayasani asks Gutierrez which countries are quote doing it right. Gutierrez says that 86% of refugees in the world live in the developing world, and that African countries are generally very accepting, and then Middle East and Asian countries have quote accepting tendencies, and for a long time all of the borders in the Middle East were open. He also goes on to note that the developing countries have accepting trends, whereas the developed world is more complex due to, based on public opinion, a mixture of discussions between refugee protections on one side, as well as security questions misinterpreted on the other side. He also mentions that bilateral cooperation as well as multilateral cooperation is essential, and that everyone needs to contribute and offer support to refugees. Jayasani approaches a place in the conversation where he inserts a statement from Donald Trump, where Trump states, I am calling for a complete and total shutdown of Muslims entering the United States until our country representatives can figure out what's going on. This is when Jayasani asks for Gutierrez's reaction, and Gutierrez essentially states that the reason why he and other international political leaders say this is because they think that they are protecting the security of their country. As a politician, he says that he understands this stance, however, quote, if you say we are going to close our doors to Muslim refugees, what you are saying is the best possible help for the propaganda of terrorist organizations. He goes on to explain that a little bit, in that they are paving the way for Muslims already within the country to be willingly recruited into society-penetrating terrorist groups.
